with frustrated senators milling about on the Senate floor and questioning what they had even just voted to do.

One senator asked what the vote was on, and Leahy said the question was out of order.

Not knowing what he was voting on did not stop the senator from voting.

Clown show.

He was trying to clarify if the vote was for one witness and document (as hinted by Ratskin) or ‘witnesses and documents”?

Then Graham, I believe, voted in favor so he would be on the majority side and be able to enact future parliamentary procedures.
