“The politicians and the citizens did it together.”

They used to call this the forest for the trees. How can someone do something together if the outcome is determined by one side, and the other side cannot change it to what they want without stopping the process? That’s not doing it together, that’ the voters being led by the ear and told what they are going to get, period. The only thing the states did there was say they wanted alcohol so bad they’d be willing to be controlled under the laws and treated like the sheep you say they are acting like under a blanket policy you dislike which causes arrests for people breaking the law they accepted.

Give me a solution or don’t bother me with this.

What are you talking about? The 21st Amendment did only two things: repeal the 18th, and ban the importation of alcohol in violation of state or territorial law. Each state retained full control of alcohol policy within its borders.

You're confused; the blanket policy is banning a substance rather than restricting or regulating it, which is what the 21st Amendment ended (at the federal level).
