I had that problem with Windows 10. The power settings would not solve it.

But, following the instructions in this linked page led me to solve it by shutting down background programs that were not letting the computer sleep when it should have:

What is a "background program" exactly?

I'll bet you use GOOGLE. Maybe even Chrome. Don't worry, it's just GOOGLE using your computer when you aren't.
