I have seen flip phones. I’m sure they do. But they dont push them because the sales people make more commission from new equipment.

No dumb phones. Cellphones ping at a regular interval to register or stay registered on the nearest tower. Each ping can be a data point.
Did I misread that article, or did it actually say that out of the 100,000+ there were only 130 cellphones traced to “inside” capitol? “Inside” being defined as either inside or just outside.
