Seems like it could do a lot of damage. John McClaine used that much to take out three of those thieves in the lower floors of Nakatomi Plaza in LA back in the Christmas of 1988 ... made a mess of things ... police everywhere were covered with glass afterwards as it blew out every single window and left the inside a smouldering mess.

I asked someone I know (and trust) who used to work with explosives if 10# of C-4 was a lot, he said YES. Could it take out a building? Answer...YES.
