Umm, the “continuity of government” only gets triggered if the President dies or is incapacitated in office. The first steps in the continuity are also dictated explicitly by the US Constitution so those cannot be changed by any executive or congressional action. So this point seems doubly irrelevant.
What are you really thinking is going to happen? Do you think a President, using emergency powers, can just declare himself to effectively be President-for-life, regardless of what the Electoral College decides, or whether a new President is sworn in?
It’s obvious that Mr. Trump doesn’t think that way, he’s already moving on with his life.
