That damned “endangered” tag will probably put an end to the whaling industry in the Gulf of Mexico!
“endangered” generally mean that some critter in a given range is below a historic number which is assumed to be much higher based on assumption of the size of the original number.
This rule applies even if there are million on million of the critter elsewhere
