A 9-year-old girl is pepper sprayed by police officers in Rochester, New York. Bodycam footage shows the child handcuffed in the back of a police vehicle and crying for her father in the moments leading up to the incident.

I would think that handcuffs would only be necessary if there was resistance - the child was resisting the police and they acted in return.

Bad upbringing, no doubt not teaching the child to respect authority. Instead the parent(s) are role models in rebellion
