Who plants pipe bombs early in the evening? Wouldn't it be better in the middle of the night? In DC you need to wait until evening to find a parking space.
Or they came by train and wanted them planted under cover of darkness, before their last train left for the night, leaving them stuck actually inside DC, not at a Georgetown pub ...
