Nope.
It merely means that there are certain congressional districts that will vote Republican or Democrat no matter what or no matter who is running.
That is just the way it is.
It been like that for over a century.
Nothing new here.
Remember when Pelosi told AOC that the Democrats could run a ham sandwich in AOC's congressional district and still win? That was when AOC was acting up coupla year ago. She was right.
ehh...more and more many of those districts suffer disenfranchisement of their voters from well-entrenched electoral fraud.
