Capt. Tom. Have you seen this on Cruise Critic detailing the results of their survey on how cruisers react to protocols while cruising.
“Among the new procedures that a majority of respondents wanted to see when returning to the ship: mandatory hand sanitization (74 percent); temperature checks (69 percent); mandatory mask wearing (69 percent); and rapid COVID-19 testing (56 percent). Respondents were allowed to mark off more than one choice.”
There are also a few threads on Cruise Critic discussing these restrictions.

IMHO , no doubt some people will go on cruises regardless of the situation.
From a business perspective I believe the Cruise Industry has received such a blow from Covid-19 and the many countries politicians and health officials indifference to their plight, that they will not fully recuperate and should be planning for reduced passenger volume for the future.
Instead these Cruise Lines act as though this is a temporary setback, and the pent up roar back to cruising will bail them out in a business as usual fashion in a year or two.
I don't see it happening. -Tom
