Yeah, that’s the ticket. The food contractor simply messed up. It was an honest mistake. No cutting corners (or anything like that) to keep more money for himself.

"Shoddy" was the word for a type of cheap fabric. It didn't get its very negative connotation until Civil War defense contractors started using it to make uniforms cheaply.
That meal is shoddy.
