I would not be taking bets that it will not start sinking before they get to the middle of construction.
I note a few things, one being the inability for the structure to “float” in top of any sort of foundation that they propose in that area so close to liquid.
The second thought was that if build they will have no end of ability to cope with jumpers as they have a huge number of balconies.
Any sort of Storm event that is critical for existing structures, flooding or seismic action will drop it in a heartbeat.
Occupation of such a structure that brings in sufficient income to cover costs to build and turn to profit is in no way going to happen in the next 50 years, if that.
You cannot build a mansion on mud.
