Is there any sauce on reports of fireworks at 3 AM day before? I’ve seen reports but nothing further.

I have not seen anything legit about fireworks. I would be very suspicious of that. I was watching this guy live-streaming last night. He is in DC and when he heard the lights were out at the White House, he went out walking about 11:30 pm to find out. The part where he runs into either a policeman or Secret Service person is right around 36:10 (scroll forward to 36 minute mark because it's pretty tedious up until then). The officer tells him the lights go out every night:
