When he talks about the idea that there must be particular harm to have Standing, as opposed to general harm, he is referring to Frothingham v Mellon which stripped the American people of the long possessed right to pursue a private prosecution of a public right. Which is to say it stripped We the People of the right to challenge the legality of any government acts ... unless they especially affected us personally rather than everyone equally.
IOW if high handed lawlessness applies generally then it cannot be challenged by Citizens.
