I’m still digging, but am seeing that it’s not common, but can be done.

Releasing irrefutable evidence on the JFK assassination would qualify indicting someone, I would think - even knowing no charges could be filed. It would sure open the door to the sea aye a being investigated, and from there, an avalanche.
