From what I understand, a person must have been convicted to get a pardon.
Has Assange been convicted?
I might be completely wrong about this, though.

Not true. Nixon was pardoned. Others without a conviction have been pardoned.

You don’t even have to be charged. It can simply be for a person, for any Federal crimes, for a specified period of time.
