I believe it has been planned since at least Nov 3 if not since 2016 or earlier.
Why do you think all those troops are in the Capitol? At all state Capitols? To stop skeery MAGA from taking over? :)

First, no one disputed that the last Congress was elected legitimately, even though they may not all have been. So, it made sense to wait until that term of Congress had expired before taking executive action.
Secondly, why should he have done anything "radical" in his first term, or if necessary, only at the very end of it? By waiting until the very end, he can say that he gave SCOTUS every chance to decide the cases on its docket, but they failed to act. Therefore, the Insurrection Act and executive action is required to restore the Republic. He is the reluctant warrior taking the last option available. It is a drastic solution, but it is required. I hope these A-holes like Gitmo.
