I don't know who you are referring to. Someone born in the United States is not a foreigner. They are an American. You can look it up.

They are Mexican citizens even if we foolishly give them US citizenship.
The children of foreigners are foreigners.
If an American couple have a baby in another country, they are still Americans.
Just not natural born citizens.
