According to the tweet by Sean Spicer, it was only 23rd street. This would be the major exit to the North. However there are numerous other ways out if DC.
. Given that DC is a sieve with the number of ways out, why this particular route?

My recollection is 23rd is going south to the ellipse at Lincoln Memorial and you cross the bridge into Alexandria

According to the tweet by Sean Spicer, it was only 23rd street. This would be the major exit to the North. To the west to northern Virginia via 66, or to the south via the Parkway, you mean. 23rd St north comes to a complete stop at N St NW near Georgetown U, miles south of the DC line.
The video looked like he was on Constitution Avenue facing west to the Washington Monument, and traffic was blocked up about 7 or 8 blocks between 14th and 23rd, where the checkpoint was before entering Rt 66 to the west.
