Nobody has a clue when these ships will sail again. They’re just mouthing words.

There is a lot of "whistling past the graveyard" involved, but the Cruise lines don't have any choice but to put up a confident front to keep up the morale of their workers and Cruisers, and creditors.
The cruise lines tout cruises in 2022 like they are a certainty, when month to month is questionable.
Right now Carnival is doing their best to fend off more economic miscalculations. See below, from the article:
Carnival did disclose that it has negotiated delays for a total of 16 ships currently on-order. It also said it expects only one ship to enter service in 2021, instead of the five that were originally slated to debut this year.
