I taught configuration of computers for use on NSA’s (and other acronym agencies) networks - the default setting was to have networking disabled because the object was to start out with a secure machine and then add options (vulnerabilities) as needed to make the useful.
This depends completely on the VPN and the provider that you are streaming from. If you are paying for content from a provider such as HBO, Netflix or Comcast they may want extra proof that they are sending their content to legitimate users, more than just your user name and password. A legitimate IP Address provides this to them. It is the same with your bank or places like Amazon. These types of sites can typically tell if you are using a VPN or not. That is why most VPN providers use an app that allows you to pause the VPN’s service when it is necessary to do so.
That said, recently I have not had much trouble streaming content when I have been using a VPN and in many cases I can only stream content when using a VPN. My VPN provider allows me to make it appear that I am from any part of the world that I choose, this makes it possible to stream content from providers who only stream to locations within a certain area.
