In no universe was Pence ever going to move against the deep state in such a bold manner. He has no such wealth of personal fortitude and most anyone who has followed his political career knows this.
The only one bold enough to do it was Trump...the guy who is being railroaded out of D.C. as we speak.

It was the media that misled on what Pence actually could do or not do. They made it sound as if he would overturn the election when that was not the case at all.

I agree. When Congress passed that law, they meant only to use the federal statute to create a clerical position for the vice president, who otherwise doesn’t do much except for state funerals. They knew the vice president was the best person to tabulate votes. So, whatever counting problems were meant to be fixed, Congress knew this would do it.

I'm not aware of any petitions from any state legislatures.
There wer a few letters from a minority of state legislators but nothing with any official weight that Pence could have even considered.
He may not have been able to stop it, but he could have resigned so his name wasnt on it.

There's the difference. Those three states had no certified electors recognized by the US because of competing claims of legitimacy within the state governments.
There were no disputed states this election. Every state presented a slate of certified electors.
