How will the President present the (declassified) information as he has no voice?? How will he get the message to the people...ALL the people??
If all else fails, the president can get the messages out through the EAS system. Perhaps that is why an advisory was sent out by EAS, or FCC, about participant compliance on January 7th reminding participants that they better make sure their equipment is up to snuff or else. Mentions severe penalties for non-compliance. See the EAS website.
On a related note that I cannot verify, there is word going around that phone software providers will be sending out software updates soon that are designed to block certain EAS messages. This could mean smartphones, smart tv’s etc.. The advice was to stop automatic updates for a little while.
