IMO the next step after Trump is out of office is to charge him criminally and have him jailed.
Trump isn’t going to go quietly so to permanently silence him it’s off to jail he goes while his business interests get bankrupted
Trump is not going away quietly.
I could see Rush having Trump take over his show.
