Sometimes it is just easier to swipe the things you want and apologize if you get caught. Windows comes with an app called “snipping tool” which allows you to cut things from web pages, copy them and paste. Check it out.

First, this meme has not attribution on it. No name of someone who created it. No copyright. It is on FB, a public domain. Anyone can use it without permission.
Two, you don't need some snipping tool app to capture the image. I just clicked on it and dragged it to my desktop, open it in Photoshop to resize it, ran it through Imgur for an HTML code for FR and posted it here.
Easy peasy.
