The shooter does indeed appear to be a black man with a noticeable receding hairline,

Also, he is wearing a business suit, as opposed to a law enforcement uniform. He is not wearing riot gear like most other officers. There was a still-shot close-up of his extended arm & you can see a cufflink on his white shirt.

He appears to be a staffer or Congressman.
