The neck shot was likely due to bad aim - probably aiming for head shot. Just plain deliberate murder. Fortunately for him, she was ex-mil and white so the press will find him innocent, while law enforcement may not find him at all.

Impossible to justify shooting at her when there are cops in tactical gear right behind her. The cops behind her are damn lucky they didn't get hit as well.
Everyone knows but no one wants to talk about how misfit those hired to these security positions are. The video appears to show he's an Institutionalized Racism (Affirmative Action) hire.
