Why didn't he announce special counsels for the multitude of illigal efforts made by the Obama Administration like Fast and Furious, Bengazi, or the Clinton Foundation?

It's like he never really had control of the DOJ. He waited far too long to fire Sessions, and Barr played him.

It was over once the GOP Senate signaled support for the coup in 2017. The DOJ and other important bits of the executive branch were never going to follow Trump’s orders after that.
