I imagine they mean that one defined minute (possibly the last one of 2021) should be shortened by one second to make up for accumulated disparities, they don’t mean every minute should have 59 seconds, this is just a very minor version of the calendar switch from Julian to Gregorian that happened in the 18th century (earlier in Europe).
Apparently we’re spinning a tiny bit faster, impressive considering all the human junk that the earth has to move around.
In that missing second, perhaps we can find the missing votes too.
I will assume that your remark was made purely in jest, and so won't bother pointing out that...
1. All of that "human junk" is made of natural materials that were already there, and were merely changed in form by Man (i.e., no net increase in mass).
2. Any true increase in mass on the Earth's surface (e.g., from extraterrestrial sources like meteors) would actually slow the Earth's rotation and thus lengthen the day.
3. The primary reason for the long-term slowing of the Earth's rotation (which will eventually - billions of years in the future - result in tidal lock) is the effect of tidal friction attributable to the Moon's gravity.
Regards,
” impressive considering all the human junk that the earth has to move around.”
The junk has always been here just some in a different form. The only exception is meteors and recovered UFOs. I suspect the earth is actually losing weight considering all the spent energy sources.
