He is not allowed into the House or Senate chambers except when given permission by the House and or Senate.

Separation of powers, the President is not a Senator or Representative.

Neither could he just enter the chambers of the Supreme Court.

Just as the Queen’s representative has the House of Commons’s door slammed in his face. He’s not allowed in. The Commons troops over to the House of Lords to hear the Queen’s speech.
