I’m disagreeing that there was a 100% hand recount of votes for the candidates. There was no court order for a manual recount of the votes and it is prohibited by Georgia law to do one without a court order if the scanners are working. What Georgia has done has been misleading to a lot of people. Read the article I linked to, it wasn’t a Risk Limiting Audit at all.

Well we did something for 5 days or so, and observed by partisan observers. Anyway, any claim that it wasn't performed is ridiculous. Also, as I said, I am pretty sure that the RLA was LEGISLATED as part of buying the new system. In the legislation, it gives guidelines for the statistical sample that is to be used and that for at least ONE statewide race the RLA must be performed. Raffensperger announced that all the paper ballots would be hand counted to audit the Election system.

Regarding the article, that is mostly semantics. The guy isn't arguing whether or not the ballots were hand counted. Bottom line is the ballots were counted by hand for the Presidential race to validate the new election system. It validated the system.
