<><> You enter a percentage that you want to apply to votes ina particular race;
<><> Dominion machines will increase the vote total by that percentage.
Scott missed a key part of the DIP presentation. They showed that the subtraction occurred at points in the data processing that did not involve human input. It had to be an algorithmic adjustment by Dominion software or the Scytl tabulation servers in Europe.
