“under the law” means what? I rather he say, “under the constitution”. The law suit against him was to eliminate the statutory law and allow him to be the president of the senate. The statutory law limits debate where the constitution allows it until it requires a vote in each chamber.

“under the law” means what? I rather he say, “under the constitution” On the other hand, the Constitution IS the supreme law of the land ... maybe that's what he was referring to, in an oblique way.
