They wouldn't, Pence would toss both slates and then the candidate with the most accepted EVs would win. Trump.

Another possibility is that the Trump administration reveals evidence (perhaps evidence that cannot be revealed to the general public due to national security?) that will be compelling enough to cause the Senate and House to unanimously vote in favor of Trump’s re-election? Not sure this has been discussed but seems to me a real potential outcome. It may be that this evidence has not been presented to the public because it isn’t legally possible?

Even if VP Pence can or will do that, both houses can overrule it. If one house votes yeah and one nay, the Governors’ cert is the determination.
