While he may have been in a fire district (or fire protection district), "RFD" means Rural Free Delivery, a Post Office term when your ZIP code is EIEIO.

Nope. RFD stands for Rural Free Delivery. Until that, you would have to go into town to pick up your mail from General Delivery. Or pay a private carrier to bring it, I guess. But after RFD was passed, everyone became entitled to have they mail brung no matter HOW far out in the country they lived.
