And that is really what it was. Kemp appears dim-witted in his public appearances, and he was the GA SoS as late as 2018. He should have been on top of the changes that were being made and called a halt to them. Rapfensperger has a lot of explaining to do - as in why was it better to give away the store by agreement than to defend against the Democrats suit.
