Did not look outbound to me. For it to be outbound and the building is 15 stories high that outbound object has to be some 3 hundred feet in the air.
At this point I would say that object was most likely inbound and is the source of the explosion that follows. I would not rule out a meteor strike but there is definitely something weird going on with this.
