Your interpretation is a bit iffy. Here is the text from the 12th Amendment,
“The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;
The person having the greatest number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President.”
If the President of the Senate (Pence) who is running the show declares that the votes from several states are known to have been improperly certified and refuses to count them, what constitutes a majority of electors? As it stands if the seven states in question are not counted... President Trump has ten more electors than Biden. This would be a majority of the electors counted. The language throwing the election to the house delegations seems to be more geared toward a situation where there are more than two candidates are competing. Of course either way President Trump wins.
At this point in time everything hinges on Pence... does he have a backbone and does he want to be the one responsible for stopping the innevitable slide into chaos if he refuses to do his duty? On January 6 we will learn whether he is the person who will save the Republic, or the biggest traitor in our nation's history. I believe that regardless of the speculation that he is deep stater that he will do what is right.
