Just like as on Facebook, if you can log in as that person, you can post as if you are the account owner.

Only if you have login ID and password. I could see staff having access and sending out authorized tweets in his name.

Yes. If the account owner has given you their ID and password, you can post from their account and people won’t know who is doing the posting. The same applies to email, fakebook, and anything electronic that doesn’t require facial recognition or a fingerprint.
