Take a look at this video slow down. You can clearly see a gas forming in front of the white car before the explosion. Think of someone that blows fire out of their mouth. That is a fair analogy to this explosion.

How would you fit the plume in with the source coming from the building across? The RV was already there, so it would stand to reason soemthing to ignite in the building was already there, then the plume a small precision rocket to iginte the explosives pre planted in the building, then seconds later a small explosive device to make sure the RV is destroyed?

Looks like the gaseous cloud is coming up out of the gutter prior to the explosion, not from any of the vehicles.
The ignition spark could have come from someone sleeping in their vehicle, with the engine running, or a generator, such as an RV. The area has/had bars and nightclubs. Or someone could have just started their engine and set it off. Sewer gas.
