I’m dubious on whether the VP really has this authority. I think if he does this, it’ll end up in SOCTUS, which is fine.

Yea, we may not find out that he did this until SoS’ in the states in question start throwing fits. If he’s literally just mailing these notices via certified mail and staying quiet, they probably won’t be received until after Christmas.
I am undecided whether VP has the responsibility/authority. It is a legislative effort to make the 12th Amendment clear, and add a few more steps. Both seem to be gobbledygook, and incomplete. Especially the statutes which assume intent of the Amenders in 1804. As for SCOTUS deciding, I saw that posited. On the serious side, I wonder who would have standing to file with SCOTUS. Most SOSs are Republican. The states legislatures are all Republican. It would seem to me that any Democrat would not have standing as a party or individual. As I told my younger brother a few weeks ago, the death knell in the election will not be delivered by SCOTUS, but by RINOs. The Senate Majority Leader is already discouraging other colleagues from protesting.
We will know in two weeks how it will play out. Maybe.
