There are people who are vulnerable - maybe an 80 year old was defrauded because she is not as sharp as she was when she was younger. Scammers take advantage of people who are weak and vulnerable. The law should be harsh with scammers.
I agree. Old people, even those who are getting along pretty well in general, often have impaired judgment in a variety of ways.
