Yes, but happens when the electors were appointed, the Safe Harbor provision does not apply because the state process for objections was not followed, (ergo, the governor's certification does not control the outcome), and each house chooses a different slate of electors? The electors were plainly appointed, but they don't count. So in a close election, neither candidate can get 270 votes, and the House would decide the election by state delegation.
