Design the virus, make the vaccine for those you want to protect, release the virus and let it do its thing, then a year later, when you have everyone controlled by fear, *invent* the vaccine and pretend it was fast tracked out of concern for everyone's welfare so you come out looking like the hero.

That theory is not supported by any evidence. Coronavirus vaccine research was well underway long before COVID-19. It started with the first serious coronavirus outbreaks, and continued for MERS, etc.
