There would be no reason to appoint people to these positions unless the president was absolutely sure he would be serving a second term.

That’s actually not the case at all. These are mostly nonpolitical appointments that last beyond and outside of his admin. E.g., Ric Grenell to the Holocaust Memorial?
Very sad not to see it an major appointment within his admin instead—but that would be pointless unless he manages a win in Congress, against the odds.
Imagine if he gave up as easily as many of our peers.
