Seems a bit like Italian Fascism, where the lines between corporate and government were blurry. Which I recently learned a theory that the reason they were so ineffectual in war was the Italian people never really adopted fascism the way the Germans did naziism.

Italians are really good at workarounds and are often referred to as ungovernable. One of my Italian uncles was driving me around Italy 20 years ago. We came upon a boulevard that was lined nicely with young trees. The only problem was every other tree was dead.
Uncle said, “See that? The locals planted every other tree sapling upside down so it would die. They know the govt will just send more trees and they’ll get paid again to plant them.”
