Looks like this bill also includes Fed funding for the fiscal year 2020-2021.
The funding had run out and Congress approved a one-week stopgap spending bill so the President could sign the COVID bill.(Probably thinks it would stop POTUS from a veto - (wouldn’t want a FED shutdown (s/off) )
