I can’t remember the last time the fed govt passed an annual budget as ordered in the Constitution.
Congress passes continuing resolutions every few months because it makes it harder to keep up with just how ridiculous the spending is in certain areas. And they get to “fight” several times a year as if they are doing something productive for the citizens.
It’s good thing both parties HATE the National Debt and the annual deficits (just ask them!). Just think how bad things would be if they enjoyed spending our money and lowering our choices in the future (after they retire into lobby heaven at $5-10 million a year).
