Oh, and for a really ‘plum’ job the main qualification is getting donations to other members.
Donors rule Congress.
It happens. Liz Cheney got Conference Chair in the second year of her first term.
Liz’s father can bring in big donors for other Reps. (I think I mentioned that paying other Reps for their votes is the “gold standard” of legislative procedure LOL!)
